August brings many new developments in the legal landscape, ranging from taxation and finance, labor and insurance to enterprises, investment, and land. I. ENTERPRISE

1. Circular No.79/2025/TT-BTC has been promulgated, providing guidance on the disclosure of information on The National Bidding Network System.

2. Decree No.219/2025/NĐ-CP on foreign employees working in Vietnam has been promulgated

3. Promulgation of Decree No.214/2025/NĐ-CP providing detailed regulations on the Law on Bidding with respect to contractor selection

4. Ministry of Finace Guidelines on the management of enterprises and household businesses following the abolition of district-level authorities

5. As of 01 January 2026, Virtual Assets and Crypto Assets may be utilized for Investment Purposes

II. TAXES - FEES - CHARGES

1. From 01 October 2025, motor vehicles that have not been converted to a traffic account shall not be permitted to pass through toll stations

2. Promulgation of the Law on Special Consumption Tax 2025, No.66/2025/QH15

III. SOCIAL INSURANCE

1. Five exceptional circumstances in which medical expenses are reimbursable under Health Insurance, notwithstanding the absence or non-presentation of a health insurance card

2. Official Implementation: National Identity Card number to replace Social Insurance number as of 01/08/2025

IV. EDUCATION - TRAINING - VOCATIONAL EDUCATION

1. Requirement to Conclude Teaching Contracts to Supplement Teachers in Order to Ensure Two Sessions per Day.

2. Regulations on Temporary Suspension of Teaching for Teachers as from 01/01/2026

1. Authorization of Commune-level People’s Committee Chairman to Perform Certification
